The Scouter-In-Training program started in 1964 with 12 participants - only six of which were hired back the following year! For a few years prior to this, there were Troop Leaders, who worked with the Composite Troops in a similar way. Over the years, the number of Staff-In-Training "hired" varied from 10 to 15 depending on the current needs of the camp.

Each week the SITs rotate through different departments of the camp, giving them a chance to determine where they might want to apply in future years as paid staff, and to give the administration a taste of their interests and skills.

The IT's as they are affectionately and otherwise known, first lived in tents on wooden platforms in a clearing south of Lookout Lodge, known as "Tent SITy". In the late 1980's they moved to two person cabins located north of the Hub in a clearing which had been the site of the first archery range. In 1996, Victoria King became the first female Staff-In-Training to be "hired".
